From the main menu screen I went all the way to the right and selected Library. Then from the Library screen i went down to games. I selected games and the scrolled to SWBF.

I selected SWBF. I scrolled to the bottom and selected Playstation Store. To the right it listed some add-ons and upgrades. I scrolled to the right and then down and selected View All. I downloaded each add-on and now they all work. Not sure if this will work for everyone but hope it helps someone.
